Jeremiah describes the primeval state of tohu we bohu
in Jer. 4: 23ff.
It is obviously not amorphous matter, a fomless void,
chaos or anything like that.
It is simply barren, desolate, uninhabited, and dark.

The interpretation of tohu webohu may be guided by the fact that in
days 1-3 Elohim takes care of tohu (formlessness) while in days 1-6
he takes care of bohu (emptiness), recalling that days 1-3 correspond
to 4-6.
